From their master list of New York State weather alerts, the NWS appears to have warnings in place in Greene, Ulster, Sullivan and Delaware Counties, though if you view the actual weather alerts, the "Affected Jurisdictions" list only Greene and Delaware Counties. We suspect there's some sort of technical issue with their website, and that the warnings are meant to apply more broadly.
And from the Sullivan County website:
Sullivan County Manager David Fanslau has issued a Winter Storm Watch from Friday morning, January 7th to Saturday morning, January 8th...
...During the storm all County residents are urged to remain indoors and off roadways whenever possible. If residents must drive, they are advised to exercise extreme caution when driving through this storm. A Winter Storm Watch is in effect because heavy snow is a possibility. At this time, there is the potential for snow accumulations of seven inches or more. Travel conditions could become hazardous, so it is important to monitor the latest forecasts and statements if you are planning to travel within the Watch area.
