The National Weather Service at Binghamton has issued a flash flood watch, effective through Thursday morning, for south central New York and northern Pennsylvania, including Delaware and Sullivan counties.
An Upper Low Pressure System Over The Great Lakes Will Move Slowly East Over The Next 36 Hours. This System Will Cause Bands Of Showers And Thunderstorms To Move Across The Watch Area Today And Tonight. Many Areas In Central New York And Northeast Pennsylvania Are Saturated From Heavy Rainfall Which Occurred On Tuesday And Tuesday Night...And Additional Showers And Thunderstorms Will Result In The Potential For Flash Flooding. At The Present Time...Showers And Thunderstorms Are Expected To Diminish This Morning...Before Becoming More Widespread Later This Afternoon And Tonight. Rainfall Amounts Of 1 To 3 Inches Will Be Possible...With Locally Higher Amounts Where Bands Of Showers And Thunderstorms Persist The Longest.
